you can say that Sdr and Rtl is digital receiver it was developed in earlier 90's to catch the signals it can catch different type of radio signals according to need.mostly used in GNU radio with the help of usb rtl and sdr and also a signalling catching antenna.
this hardware is used for catching signals of layers.first you need to install it's software to run this hardware on your computer
